The constitution of CCL provides that its surplus funds shall only be applied to those charitable purposes within New Zealand as are specified in the Charities Act 2005 and which comprise: (a) the relief of poverty; (b) the advancement of education; and (c) any other matter beneficial to the community.
The CCL constitution also provides that, in applying surplus funds towards the Charitable Objects, the CCL Directors must give preference to the following groups of people, in the following priorities: (a) firstly, to the Owners and descendants as recognised by the Trust; (b) secondly, to the persons belonging to the iwi known as Ngati Tahu; and (c) thirdly, to members of the public of New Zealand.
