(1) To provide relief by way of grants and allowances to deserving and needy members of the Association and the deserving relatives of deceased members who were dependent on them for support and (2) To give assistance in special circumstances, provided that funds permit, and in the sole and absolute discretion of the Board of Directors, to deserving and needy persons who are not members, but who have been engaged shore-based in the business of ship owning, ship management, ship agency and/or ship broking in Scotland of their dependants.
