The prevention or relief of poverty and the advancement of health of the elderly or infirm or other persons in necessitous circumstances, especially those in unsatisfactory housing conditions, by promoting and undertaking the thermal and environmental improvement of the households of such persons and other community buildings in Scotland and by providing such other assistance with heating and insulating schemes as may be appropriate. 2.2 The advancement of education in all aspects of energy conservation and the efficient and effective use of energy by the provision of advice, information and educational programmes for individuals and for groups 2.3 The promotion and/or provision of training in skills of all kinds, particularly such skills as will assist the recipients thereof in obtaining paid employment.
