The said Trustees and their successors in office shall apply the income of the funds held by them and in their discretion the capital for the benefit and assistance of the sick, aged and handicapped and generally all persons in deserving circumstances who are patients in or attending any hospital in Peebles whether now existing or to be built or who are accommodated in any old peoples' home in Peeblesshire provided always that such benefit and assistance is in supplement of and not in substitution for any benefits derived under the National Health Acts or other legislation.
