4.1 To promote the benefits of all people with a physical, sensory or mental impairment or with learning difficulties or carers who are inhabitants of North Lanarkshire without distinction or political, religious or other opinions, by associating the statutory, voluntary and other organisations and inhabitants in a common effort to advance education and to ensure the full and equal participation of the said inhabitants in all walks of life, and to provide facilities in the interests of social welfare with the object of improving the conditions of life for the said inhabitants.
