The Trustees shall hold the Trust Fund at their sole discretion to make grants or loans with or without interest out of the income or capital of the Trust Fund for any purposes which in the opinion of the Trustees are in the interests of the area administered by the local or other governmental authority for the time being of the present parliamentary and local government polling district of Lerwick or of the inhabitants of the said area (hereinafter referred to as 'the community') and provided that any such grant or loan is for a purpose' or purposes charitable in law.
