To provide in the interest ofsocial welfare, a good environment for babies and children up to the age of 5 by providing parents/guardians ofsuch children with a means of maintaining wellbeing of parents/guardians by mutual support from within the community and by providing play facilities for the children in which the parents/guardians can participate as will improve the physical and intellectual development ofthe children and strengthen the relationship between parent/guardian and child.
