To promote the wellbeing of the inhabitants of Hoy and its immediate vicinity by associating the local authorities, voluntary organisations and residents in a common effort to promote the physical and mental training through the medium of reading and recreation rooms, library, lectures, classes, recreations and entertainments or otherweise as may be found expedient and to foster a community spirit for the achievement of these and other charitable objects.
