To promote the benefit of older people in Highland Perthshire (hereinafter called 'the Area') without distinction of political, religious or other opinions, by associating older people, residents, voluntary organisations and the Local Authority in a community based partnership to advance education and to provide facilities in the interest of social welfare for education, health, recreation and leisure time occupation with the object of improving the conditions of life for the said inhabitants.
