The Trustees shall hold the capital and income of the Trust Fund upon trust to apply the income and all or such part of parts of the capital at such time or times and in such manner as the Trustees may in their absolute discretion think fit for or towards the provision of, or assistance in the provision of, facilities for all aspects of Angling for the benefit of those who by reason of their youth gender or ethnicity or poverty or social and economic circumstances have a need of such facilities, with the object of improving the condition of life of the users and as a means of reduction of the incidence of crime and anti-social behaviour.
