To make grants to any person employed as a teacher in the area of benefit to enable such a teacher to undergo a course of study, or to pursue any other activity which, in the opinion of the governing body, is likely to improve the applicant's efficiency as a teacher. Make grants- To provide or assist in the provision of special equipment for schools within the area of benefit. for any other purpose, which in the opinion of the governing body will enhance the quality of nursery, primary or secondary education within the area of benefit.
