4 The key purposes of the Cosmos Centre are: 4.1 The advancement of citizenship and community development by providing opportunities for all members of the community to participate in recreational activity in the interests of social welfare. 4.2 To support the provision of recreational facilities, or the organisation of recreational activities, with the object of improving the conditions of life for the persons for whom the facilities or activities are primarily intended by managing the Cosmos Centre as a resource for the use and benefit of the community of St Andrews 4.3 The advancement of education through the provision of education programmes
