(1) to promote the care and education of children in need of care during out of school hours and school holidays by promoting and co-ordinating the provision of the necessary facilities for the daily care, recreation and education of such children in the interests of social welfare with the object of improving their conditions of life. (2) to advance the education and training of any person involved in the provision of such childcare, education and recreational facilities.
