4 The charity will operate as non-profit distributing whose principal objective is associating with voluntary organisations, the local authority and inhabitants in a common effort to advance education and the provision of, or access to, recreational facilities and activities with the object of improving conditions of life for the persons for whom the facilities and activities are primarily intended and: 4.1 the advancement of citizenship and community development by providing opportunities for all members of the community to participate in recreational activity in the interests of social welfare.
