(4) sustainable development by (a) the preservation, conservation and protection of the environment and the prudent use of resources, and (b) the promotion of sustainable means of achieving economic growth and regeneration, by any means including educating people (which for these purposes shall include firms , companies and other organisations resident in and/or carrying on business in the United Kingdom or elsewhere) and disseminating useful knowledge and information about measures, methods, precautions and best practice for ensuring such ends .
