For the public benefit, the promotion of community participation in healthy recreation in particular by supporting the provision of facilities for the playing of community amateur rugby and other sports capable of promoting health, and by supporting participation in such sports for those who would otherwise be restricted in their ability to participate as a result of their financial circumstances.
