Subsidized counselling services - counselling services provided at a subsidized rate by a qualified registered therapist after careful review of client's notice of assessment which demonstrates that the client can pay a portion of the hourly rate. Free counselling services - counselling services provided at no charge to the client after careful review of client's notice of assessment which demonstrates that the client is unable to pay for counselling. A qualified registered therapist provides counselling service.
