To operate programs for persons with social and cognitive disabilites which programs: ( i ) provide life skills education social and vocational opportunities for such persons engagement in community life (2) increase the opportunity for greater indeppendence and self detenmination of such persons (3) assist in enabling such persons and their families to transition to community living and (4) contribute to research based on the measurement of outcomes of program participants.
