Annual lottery fundraising and community donations to: 1) establish develop and promote interest in a community recreational and cultural facilities; 2) provide for the holding of public meetings classes and conferences for the benefit of the community as a whole including all items of a recreational nature; and 3) establish construct operate maintain equip and direct community recreational and cultural facilities as needs are identified and prioritized for the benefit of the community as a whole.
