(2) Provide facilities and organise community and family events in the interests of social welfare for recreation and other leisure-time occupations with the object of improving the conditions of life for the said inhabitants. (3) Promote the arts, culture and heritage by organising arts and craft classes, concerts, festivals and cultural and heritage events.
